Fix progress_printer.py copyright header (#1197)

This follows up to my previous commit [1], which introduced

  src/build_tools/progress_printer.py

as a preparation to support 'clang-cl' (#1179).

Seems that a subsequent commit [2] unexpectedly appended a duplicated
copyright header because of some issue in copybara [3] rewrite rules.
This commit aims to clean it up.
