Use a standard header for metadata in all serialized modules

This header includes an ABI version which will reject any serialized
modules from an incompatible version of Wasmer. Also, it replaces all of
the custom per-engine code for encoding the metadata length.

2699: Partially fix unbounded memory leak from the FuncDataRegistry r=Amanieu a=Amanieu
This PR makes the `VMCallerCheckedAnyfunc`s for the functions (defined and import) of an instance owned by that instance itself instead of owned by the store-global `FuncDataRegistry`. This allows them to be properly freed when the instance is unloaded.
Functions used as funcrefs still require an allocation in the `FuncDataRegistry`, but this should fix the leak for anyone not using function reference types directly.
This also improves instantiation times since we no longer need to grab the global `FuncDataRegister` lock during instantiation.

Part of #2268 ; fixes the non-breaking things in linking.wast (changes that would cause the non-updated spec tests to fail were merged directly into #2268
This PR also updates wasmparser because another version just released and I thought that might be related (it doesn't seem to be but might as well update to it)
