Paolo Bonzini a47dd5c516 configure, tests/tcg: simplify GDB conditionals ...

Unify HAVE_GDB_BIN (currently in config-host.mak) and
HOST_GDB_SUPPORTS_ARCH into a single GDB variable in
config-target.mak.
