This patch adds support for VDPA network simulation devices.
The device is developed based on virtio-net and tap backend,
and supports hardware live migration function.

Update virtio pci header from linux-next virtio maintainer tree.
We already have VIRTIO_PCI_CAP_PCI_CFG, let's define the structure
that goes with it.
