There is no universal BIOS, each machine needs a specific one.
Move the machine-specific definitions to each machine code and
remove this bogus header.

"hw/mips/cpudevs.h" contains declarations which are specific
to the MIPS architecture; it doesn't make sense for these to
be called from a non-MIPS architecture. Move the declarations
to "target/mips/cpu.h".

The for-loop does not make much sense here - it is always left after
the first iteration, so we can also check for nb_nics == 1 instead
which is way easier to understand.
Also, the checks for nd->model are superfluous since the code in
mips_jazz_init_net() calls qemu_check_nic_model() that already
takes care of this (i.e. initializing nd->model if it has not been
set yet, and checking whether it is the "help" option or the
supported NIC model).

The mips_jazz_init() function is already quite big, so moving
away some code here can help to make it more understandable.
Additionally, by moving this code into a separate function, the
next patch (that will refactor the for-loop around the NIC init
code) will be much shorter and easier to understand.

TARGET_BIG_ENDIAN is *always* defined, either as 0 for little endian
targets or as 1 for big endian targets. So we can use this as a value
directly in places that need such a 0 or 1 for some reason, instead
of taking a detour through an additional local variable or something
similar.

The sysbus floppy controllers (devices sysbus-fdc and sun-fdtwo)
don't support DMA. The core floppy controller code expects this to
be indicated by setting FDCtrl::dma_chann to -1. This used to be
done in the device instance_init functions sysbus_fdc_initfn() and
sun4m_fdc_initfn(), but in commit 1430759ec3 we refactored this code
and accidentally lost the setting of dma_chann.
For sysbus-fdc this has no ill effects because we were redundantly
also setting dma_chann in fdctrl_init_sysbus(), but for sun-fdtwo
this means that guests which try to enable DMA on the floppy
controller will cause QEMU to crash because FDCtrl::dma is NULL.
Set dma_chann to -1 in the common instance init, and remove the
redundant code in fdctrl_init_sysbus() that is also setting it.
There is a six-year-old FIXME comment in the jazz board code to the
effect that in theory it should support doing DMA via a custom DMA
controller. If anybody ever chooses to fix that they can do it by
adding support for setting both FDCtrl::dma_chann and FDCtrl::dma.
(A QOM link property 'dma-controller' on the sysbus device which can
be set to an instance of IsaDmaClass is probably the way to go.)

When using the Magnum ARC firmware we can see accesses to the
UART1 being rejected, because the device is not mapped:

we cannot in principle make the TCG Operations field definitions
conditional on CONFIG_TCG in code that is included by both common_ss
and specific_ss modules.
Therefore, what we can do safely to restrict the TCG fields to TCG-only
builds, is to move all tcg cpu operations into a separate header file,
which is only included by TCG, target-specific code.
This leaves just a NULL pointer in the cpu.h for the non-TCG builds.
This also tidies up the code in all targets a bit, having all TCG cpu
operations neatly contained by a dedicated data struct.

This patch updates MIPS-based machines to allow starting them without ROM.
In this case CPU starts to execute instructions from the empty memory,
but QEMU allows introspecting the machine configuration.

The object_property_set_FOO() setters take property name and value in
an unusual order:

Chokes on hw/arm/musicpal.c's lcd_refresh() with the unhelpful error
message "no position information". Convert that one manually.
