qemu-options.hx: Add rST documentation fragments

Add the rST versions of the documentation fragments to qemu-options.hx.

This is entirely autogenerated using scripts/hxtool-conv.pl.
The result is not quite valid rST in all places; the following
commit will have the manual adjustments needed.
