meson: Replace CONFIG_SOFTMMU -> CONFIG_SYSTEM_ONLY

Browse Source 
Since we *might* have user emulation with softmmu,
use the clearer 'CONFIG_SYSTEM_ONLY' key to check
for system emulation.
